Device not to pay for the VAT...

Hello,
Our company sells chemical products that we buy from suppliers in France and the US. Our customers are located in Mexico and in Bulgaria. We always pay for the VAT to the suppliers and to the Customs.
Now, we heard that there was a legal device that allowed companies not to pay the VAT on purchases. If it is so, how does it work?

The device you think of is the Art 275 of the French Tax Code.

With this article you may get the right not to be charged with TVA when the goods purchased are aimed to be exported or delivered in another EU country.

Please note that this device is applicable to foreign companies as well as to French ones.
